{examples,tests}/rust: cargo update

This restores compatibility with current nightlies by using the latest
coap-message version (after a nightly-only feature that uses saw a late
change), and also removes obstacles for use with stable Rust 1.59 (in
unrelated parts; the CoAP example is still nightly-only).

Modules select by auto-init modules MUST NOT have dependencies
themselfs, dhcp_relay was not respecting that. Instead of having

This makes FAT behave more like the other file systems supported by VFS.
The `fatfs_mtd_devs` array is populated internally so the application does
not have to handle this.

tests: Fix thread return with local message queue
...
When a message queue is configured from the stack, that main function
must never return -- otherwise, during sched_task_exit (which the
thread's function "returns" to), message senders might still send
messages into already freed stack space (which would be reused by
sched_task_exit).

This adds a simple macro to check (at C level) whether a given
expression is proven to be compile time constant and suitable for
constant folding. This allows writing code like this:

tests/periph_pm: select ztimer_no_periph_rtt for sam0 boards

For sam0 there is a conflict between rtt and rtc, make resolves
this based on feature conflicts and the feature to be included
depends on dependency resolution.
Kconfig can't rely on order of inclusion therefore ztimer_no_periph_rtt
is implied to aboid ztimer_msec selecting rtt (its the case for BOARDs
using stdio_rtt

In the tests fixed in this commit, the header tells that there is a PAN
ID in the header, but no PAN ID was provided in the test vector. This
amends the test vector with the PAN ID (as done in other tests in this
test suite) and adds a check if the PAN was correct.

tests/malloc: fix counting bug

There is a corner cases in which the counting of allocated memory
previously was wrong: When the allocation of the chunk succeeded but the
allocation of the next struct node fails. This was relatively unlikely
to happen, as the chunk size was much bigger than the memory required by
the struct node. But it happens on the ESP32 boards resulting in failing
nightlies. This fixes the issue.

core/msg: make msg_avail() return 0 on no queue
...
For the caller there should be no difference if there is no message
in the queue and if there can't be a message in the queue.
The current API works as one would expect if there is a message queue,
but once called from a thread that does not have a message queue
configured, code that does
while (msg_avail())
will end up in an infinite loop.
Remove this foot-gun from the API by making the return value of
msg_avail() independend of the availability of a message queue.

Previously the test script relied on the exact sequence of numbers
returned by the used PRNG. This resulting e.g. in
```
$ USEMODULE=prng_musl_lcg make -C tests/pthread_barrier flash test
```
to fail, only because the order in which the children completed is
slightly different due to different sleep durations. This fixes the
issue.

To eliminate circular dependencies based in periph_rtc and xtimer_ztimer_compatibility the following changes are applied:
- Change entrypoint of ztimer as a specific backend is always required
- Add a non-module symbol for ztimer_usec that bring in the ztimer and ztimer_usec module which allows the xtimer ztimer compatibility layer to only select the ztimer_usec module preventing circular dependency issues

- Perform the same computation over and over again. If the results
differ, context switches have an impact on the calculation (e.g.
when the FPU internally uses more bits than a float, but that bits
are not saved / restored on context switch)
- Give the three threads the names "t1", "t2", and "t3" and print them
on console, instead of the process ID. This makes interpretation of
the output easier, as the process IDs depend e.g. on whether a given
platforms requires an idle thread or not.
- Do not use the thread ID in the calculation, but the number at the
end of the thread name. This will result in the number printed only
depending on the precision of the (software) FPU and the printf()
implementation, and not on which threads are created in which order
(including the idle thread)
- Add a script to support running `make test`
Update tests/thread_float/tests/01-run.py

Currently implementations of the MTD api are selecting the module,
this makes it easy for default backends to be selected. But the
correct modeling is simply selecting the MTD api and then selecting
a backend. BOARDs providing one of the backends can expose this and
then that backend can be selected by default.
There is also currently nothing preventing from using the MTD api
with no backend since a mock backend can easily be provided as is
done in all mtd tests.

tests/ztimer_periodic: rename counter macro
...
The macro with name `N` is used by the MSP430 CPU macros and
triggers a compilation error if this example is build for that
platform. So this commit renames the repeat counter limit from
`N` to `REAPEAT`.

Prefix delegation used to be the only supported feature of our DHCPv6
client, but by now it also supports MUD, DNS recursive name servers and
IA_NA is on the horizon. So it makes sense to make IA_PD an optional
module like all those other features are as well.

There is no real reason for that pseudo-module to use the `gnrc_`
prefix. Neither does it need GNRC-components (except, but optionally, as
a network stack of course), nor is it implemented with in the GNRC
network stack.

Use xtimer only optionally (when periph_timer is available) for the
test. This makes this test applicable to freshly ported boards that

The Silicon Labs Si705x sensors (Si7050/1/3/4/5) are very similar to the
Si7021 sensors featuring only a temperature sensor and no humidity
sensor. The only difference between the Si705x is the temperature
accuracy of the reading, ranging from +/- 0.1 C in the Si7051 to +/- 1 C
in the Si7050.
This patch adds support for this family of sensors extending the
functionality of the existing si70xx driver. Following the style of
other modules, this implements a pseudomodule per supported chip, adding
si7050, si7051, si7053, si7054 and si7055 pseudomodules.
As a minor change this patch also implements the missing
si70xx_get_serial, si70xx_get_id and si70xx_get_revision functions that
were declared in the si70xx.h header but implemented as private
functions. The si70xx_get_id() may be relevant for the application to
know at run time exactly which version of the hardware is installed.
The updated test running with a Si7051 shows the following output, which
seems consistent with the room temperature conditions during the test.

- fix false test failure on picolibc
- For picolibc, the result of mallinfo().uordblks doesn't go back
to zero after the first allocation. By adding `free(malloc(4))`
before recording the pre-test mallinfo() value, this issues is
worked arround
- increase test coverage to also cover realloc()
- ease testing with picolibc by allowing `make PICOLIBC=1 flash test`

The previous sine wave cast signed integers into the PCM range, causing
jumps at zero transitions. This shifts everything up by the respective
maximum signed integer, so that the signed idle zero becomes the
unsigned PCM signal's idle half-point and can continuously cover the
whole unsigned range.

Atmel XMEGA CPU don't have a timer prescaler div16 and div32 option.
This means that at full speed (32MHz) it is not possible have a 1MHz
clock tick. Define default tick to 500kHz and add atxmega-a1u-xpro
boards to test list.

The API doc of ptp_clock_adjust_speed says regarding the correction
parameter:
1. A call with @p correction set to `0` restores the nominal clock speed.
2. A call with a positive value for @p correction speeds the clock up
by `correction / (1 << 32)` (so up to ~50% for `INT32_MAX`).
3. A call with a negative value for @p correction slows the clock down by
`-correction / (1 << 32)` (so up to 50% for `INT32_MIN`).
So we need to divide by 2^32, not 2^32 - 1 (or `UINT32_MAX`).

net/ieee802154: add PHY mode capabilities
...
- Adds capabilities for each PHY mode. Converts the uint16_t caps field to an
uint32_t in order to hold all capability bits, size of the structure remains
unchanged due to alignment.
- Modifies the test application to configure the PHY mode using the shell
command. Also adds the PHY modes to the capabilities shell command.
- Updates the nrf802154 and cc2538 radio drivers to specify the PHY mode
supported.

tests/gnrc_ndp: don't guess size of gnrc_pktsnip_t in pktbuf
...
24 bytes is only the right size for `gnrc_pktsnip_t` on 32-bit systems
(and only if the struct does not change), on AVR e.g. it 9 bytes.
By using the internal alignment function of `pktbuf` we are able to
precisely tell the internal size of `gnrc_pktsnip_t` using the `sizeof`
operator.

handling of FEATURES_REQUIRED_ANY, so https://github.com/RIOT-OS/RIOT/pull/15935

While the for-loop condition does contain a bounds check, the pointer is
independently increment in the for-loop body. This increment therefore
requires a separate bounds check. Otherwise, the parsing loop may access
data outside the given buffer boundaries.

unittests/flashpage: force uniform flashpage layout

The unittest for flashpage only checks the inline flashpage_ functions
with the assumption that the flashpage layout is uniform. This commit
undefines the macro guarding those functions to force them to be
included even when the flashpage peripheral defines own implementations.
