- Previously the pulse counter used GCC's built-in functions for atomic memory
access. This PR changes this to use C11 atomics instead:
- Use of C11 atomics instead of atomic build-in functions makes the code
more portable and readable.
- Previously pulse_counter_reset() did not use an atomic function, so that
resets would be racy. (E.g. on the 8-bit AVR platform an 16-bit store is
not atomic, unless special care (like using C11 atomics) is taken.)

- Use standard RIOT style `ina2xx_params_t` on initialization as explained in
[1] instead of a custom API
- Provided a default configuration via `ina2xx_params_t` as required by [1] that
works fine for the INA219 breakout board and with an optimal resolution that
still covers the whole range of USB high-power devices (500 mA @ 5V) with a
comfortable safe margin.
- Changed initialization procedure to include a device reset and connectivity
test, as required by [1]
- The calibration value is now calculated by the driver
- This simplifies using the driver a lot
- The user can still choose a trade-off between range and resolution that
matches the application requirements, but now among predefined values
- This allows the driver to easily convert the raw data into meaningful
physical data, as the resolution of the raw data is known
- All measurements are provided as meaningful physical data as required by [1]

semantics of the configuration register). Thus, this driver can be used for
both. The ina220 has been renamed to ina2xx to reflect this and pseudo modules

The ATmega128RFA1 and ATmega256RFR2 contain a version of this IP
on the MCU.
The radio core behaves mostly like a at86rf231, but all registers
are mapped to memory and radio states can directly generate interrupts
on the CPU.
The ATmega256RFR2 adds support for automatic retransmissions.
This has not been implemented yet.

During production it is often desirable for devices to perform
some kind of basic self-test to isolate defects.
For this it is necessary for the initialization not to hang if a
component is faulty / not connected.
This moves an already exising self-test that was previously enabled
as a debug option to an independent compile-time configurable.
It is necessary to call this in _init() before mrf24j40_hardware_reset()
as the reset function uses xtimer_usleep() which will cause another
thread to get scheduled.
If this thread (e.g. rpl or ipv6) then tries to access the netdev, RIOT
will crash.

Change documentation on return codes in periph/timer API to
return 0 on success and (-1) on error by default.
For timer_init this was already the case, but for timer_set,
timer_set_absolute, and timer_clear this is now changed

- There is no reasonable error handling possible by the caller, so there is no
value in indicating success/failure via the return value to the caller
- There is no legitimate reason to fail *unless* an invalid I2C bus was released
or an I2C bus that was not previously acquired was released
--> This would indicate a bug in the code and should be tackled by an
assert()

The cc110x driver has been re-written from scratch to overcome the limitations
of the old driver. The main motivation of the rewrite was to achieve better
maintainability by a detailed documentation, reduce the complexity and the
overhead of the SPI communication with the device, and to allow to
simultaneously use transceivers with different configuration regarding the used
base band, the channel bandwidth, the modulation rate, and the channel map.
Features of this driver include:
- Support for the CC1100, CC1101, and the CC1100e sub-gigahertz transceivers.
- Detailed documentation of every aspect of this driver.
- An easy to use configuration API that allows setting the transceiver
configuration (modulation rate, channel bandwidth, base frequency) and the
channel map.
- Fast channel hopping by pre-calibration of the channels during device
configuration (so that no calibration is needed during hopping).
- Simplified SPI communication: Only during start-up the MCU has to wait
for the transceiver to be ready (for the power regulators and the crystal
to stabilize). The old driver did this for every SPI transfer, which
resulted in complex communication code. This driver will wait on start up
for the transceiver to power up and then use RIOT's SPI API like every other
driver. (Not only the data sheet states that this is fine, it also proved to
be reliable in practise.)
- Greatly reduced latency: The RTT on the old driver (@150 kbps data rate) was
about 16ms, the new driver (@250 kbps data rate) has as RTT of ~3ms
(depending on SPI clock and on CPU performance) (measured with ping6).
- Increased reliability: The preamble size and the sync word size have been
doubled compared to the old driver (preamble: 8 bytes instead of 4,
sync word: 4 byte instead of 2). The new values are the once recommended by
the data sheet for reliable communication.
- Basic diagnostic during driver initialization to detect common issues as
SPI communication issues and GDO pin configuration/wiring issues.
- TX power configuration with netdev_driver_t::set() API-integration
- Calls to netdev_driver_t::send() block until the transmission has completed
to ease the use of the API (implemented without busy waiting, so that the
MCU can enter lower power states or other threads can be executed).

drivers/dht: Move hold logic from SAUL to driver
...
The DHT11/DHT21/DHT22 cannot be sampled more than once a second. Previously,
a global cache was added to the SAUL adaption of the dht driver to answer with
stored values for one second after the last read. This however had two
disadvantages:
- The global cache was shared for all DHTXX devices connected. As a result
incorrect values were delivered when reading out multiple sensors over SAUL
with less than 1 second delay in between
- A user of the low level API will had to implement the same caching strategy,
resulting in code duplication
By moving the hold logic to the driver, both limitations can be overcome.

Previously the DHT11/DHT21/DHT22 driver ended up in an infinite loop locking up
RIOT when a communication error occurred. This commit adds a simple timeout to
the communication in order to prevent these lock ups.

The MRF24J40MC/MD/ME modules contain an external power amplifier &
low noise amplifier that has to be enabled manually by setting three bits
in the TESTMODE register.
On MRF24J40MC the power amplifier is powered by a separate voltage regualtor
that has to be enabled by setting GPIO3 to HIGH.
During Sleep and CCA the PA should be disabled.

As suggested in PR#5899 add a routine uart_mode() that will
setup data bits, stop bits and parity at runtime.
uart.h provides a set of enums defining these settings and each
platform will override them to specify values corresponding to
its configuration registers.
The idea behind the enums is to specify default settings i.e. 8N1
through the 0 value item. Invoking uart_mode(uart, 0, 0, 0) will
setup 8N1 mode.

read functions. Only pulse_counter_read_without_reset gets a const
pointer argument.

drivers/ds18: refactor functions with const dev pointer

All DS18 functions have a dev argument. All except the init function use
it as an IN parameter, so we can prototype it as const ds18_t*.
As a consequence we can drop the cast in read_temperature() in ds18_saul.c
which was the primary trigger for the changes.
The commit also follows the preferred convention that "params" is a field
in the device struct. Only the init function needs to write it.

netdev: fix return value and precondition doc

While reviewing #9942 I noticed that the documentation on the netdev
driver API is unclear and in some cases outright contradicting itself:
> ```
> @return number of bytes used from @p value
> @return `< 0` on error, 0 on success
> ```
IMHO this is unacceptable for such a central API where communication
This fixes a few things and also clarifies preconditions:
- Specifies negative `errno`s clearly so all drivers return the same
when required
- Re-iterates parameter preconditions and special cases within the
parameter documentation itself (might also help towards #9805?)
- Fixes contradictions within return value documentation
- Adds missing parameter documentation on `init()`.

- Use RIOT's GPIO interface to access the sensor to increase portability
- Changed API to allow more than one sensor per board
- Added `sht1x_params.h` that specifies how the sensors is connected - each
board can overwrite default settings by #defining SHT1X_PARAM_CLK and
SHT1X_PARAM_DATA
- Changed arithmetic to use integer calculations only instead of floating point
arithmetic
- Added support for checking the CRC sum
- Allow optional skipping of the CRC check to speed up measuring
- Added support for advanced features like reducing the resolution and skipping
calibration to speed up measuring
- Allow specifying the supply voltage of sensor which heavily influences the
temperature result (and use that information to calculate the correct
temperature)
- Reset sensor on initialization to bring it in a well known state
- Support for the obscure heater feature. (Can be useful to check the
temperature sensor?)
- Updated old SHT11 shell commands to the new driver interface, thus allowing
more than one SHT10/11/15 sensor to be used
- Added new shell command to allow full configuration of all attached SHT1x
sensors
- Removed old command for setting the SHT11 temperature offset, as this feature
is implemented in the new configuration command

The sensor family SHT10, SHT11 and SHT15 only differ in their accuracy (as in
calibration, not as in resolution). Thus, the same driver can be used for all.
The new driver name better reflects this fact.

Page 2 is O-QPSK 100 kbit/s or 250 kbit/s, which matches the bandwidth
provided in the 2.4 GHz band, at the cost of receiver sensitivity. The
previous default, page 0, provides only 20 kbit/s in channel 0, and
40 kbit/s in channels 1-10, and should be used in specific applications
where the radio environment requires the maximum receiver sensitivity
and noise resilience.

slipdev: simplify and solidify byte-unstuffing
...
This simplifies and solidifies the reversal of SLIP's byte-stuffing
(aka byte-unstuffing ;-)) by
1. Using `tsrb` instead of `ringbuffer`: there are two actors. The ISR
and the device's event handler.
2. Moving the byte-unstuffing from the UART RX-handler (i.e. the ISR)
to the device's receive function (potentially not the ISR)
3. Removing the `pktfifo` member. The current number of bytes in the
ringbuffer is returned for `recv(data = NULL, len = 0)`. If that is
more than the packet contains (due to the byte stuffing it most
likely will be) the packet is reallocated in GNRC anyway.

The CAN stack support only raw CAN at this time.
It contains a device interface (drivers/include/can/candev.h) and the data link
layer, build around can/device.c can/pkt.c and can/router.c. can/dll.c contains

Upper layer interface is located in include/can/raw.h

Rationale: the datasheet states that "It is not recommended to manually
initiate an CCA measurement when using the Extended Operating Mode."
Since the driver for now only supports the extended operating mode, it
should not provide this feature.

drivers/cc2420: calculate CRC and check CRC_OK bit on packet reception
...
First start calculating the CRC in hardware when receiving a frame.
Then, other than the at86rf2xx transceivers the cc2420 don't consider the
CRC_OK flag when reporting a successful packet reception. This change
introduces a check for this bit and drops the packet else by flushing
the RX FIFO.

netdev2: function parameter type changes

`len` and `count` are both values that should never go `< 0`, so instead of
having to test this (in theory) every time the function is called (regardless
of by assert or if its unnecessary code), I propose to change it to `size_t`.
As a bonus I made the type of recv's buf parameter generic - no reason for it to
be a char and it might lead to unnecessary static casting requirements
