Printing can take a lot of time over a serial connection. On the atmega
board it takes more than 2 ms, skewing the first measurement over the
threshold value and causing a test failure. This moves the print
statement above the first measumerement to prevent the skew.

`arduino-mega2560` as `xtimer_now_usec` is way bigger (72k on `arduino-zero`).

crypto/ccm: fix _fits_in_nbytes function
...
Function is broken with num_bytes >= 4.
Could happen when storing input_len with len_encoding >= 4.
It can take values from 2 to 8, so make it work for cases it would overflow.

In my opinion it doesn't make sense to activate DEVELHELP for unittests
because it also causes the evaluation of `assert()`. This causes the
tests to crash for values the tests test intentionally (because it is
the point of the unittests to test also some unexpected values and how
this influences the behavior).

This renames the following functions
* `gnrc_netif_ipv6_addr_add()`
* `gnrc_netif_ipv6_addr_remove()`
* `gnrc_netif_ipv6_group_join()`
* `gnrc_netif_ipv6_group_leave()`
by appending the suffix `_internal`.
\## Reasoning
I'd like to provide a helper function for the *public* equivalent using
`gnrc_netapi_set()`, and those names are to nice to not be taken for
those.
\## Procedure
I used a combination of `git grep` and `sed` to do this and fixed the
alignment in the result of some cases by hand.

The `driver_enc28j60` and `driver_encx24j600` applications exist to
test the network device drivers of this type. Including the *default*
driver of the board is thus non-sensical and might even be harmful for
the success of this test (if default device in initialized before the
device that is tested).
Additionally, does the removal of this module allow for some boards to
fit this into their memory (at least in my linker configuration), so I
removed them from the `BOARD_INSUFFICIENT_MEMORY` list.

The NIB's forwarding engine behaves more correctly than GNRC's old
forwarding engine in that link-local addresses require also an
interface to be provided to be meaningful. As with other commands this
is simplified for the special case that there only is one interface
that that interface is chosen.

When there are holes in the NIB (e.g. when entries were removed)
currently the NIB crashes the system due to a failed assertion.
This commit tests this behavior (`DEVELHELP` needs to be activated to
test this behavior). A fix will follow.

tests/ssp: Fix on macOS while compiling w/ clang

On macOS using Apple LLVM version 9.0.0 this test would
not compile due to clang detecting the buffer overflow.
Since this test is all about having a buffer overflow, I
tricked clang into not detecting this anymore.
This loosely relates to #6473 .

As with #7816 : testing timings over the UART doesn't make much sense.
This PR removes those timer testing in `pexpect` for
`tests/xtimer_usleep` and simplifies and cleans-up a lot of code overall
(converting counting while-loops to for-loops, syncing iterations of
the test etc.)
