f52162bcb0 cpu/atmega_common: wrappers to avoid preemtion
Memory management function like `malloc`, `calloc`, `realloc` and `free` must not be preempted when they operate on allocator structures. To avoid such a preemption, wrappers around these functions are used which simply disable all interrupts for the time of their execution.

9e91d21625 net/gnrc/tcp: fix uninitialized memory access
From the gnrc_pktbuf_mark documentation:

It's not guaranteed that `result->data` points to the
same address as the original `pkt->data.

Thus it should be necessary to update the `hdr` pointer.

1b041083ab cpu/esp32: change of critical section handling in freertos
Using a mutex for critical section handling with portENTER_CRITICAL and portEXIT_CRITICAL does not work for RIOT, as this function can also be called in the interrupt context. Therefore, the given mutex is not used. Instead, the basic default FreeRTOS mechanism for critical sections is used by simply disabling interrupts. Since context switches for the ESP32 are also based on interrupts, there is no possibility that another thread will enter the critical section once the interrupts are disabled.

pkg/nordic_softdevice_ble: reset memory in the .hex file
softdevice needs the memory at 0x2000 to be initialized to 0xffffffff
according to #5893 and testing. However, the addresses [0x8bc, 0x3000[ are not
set in softdevice.hex.

So use a modified hex file with all the memory set to 0xff as it is the rom
reset value anyway.

This change updates the `.hex` file instead on relying on erasing the
memory.

murdock: nordic_softdevice_ble: softdevice.hex is a test input
When running tests using 'nordic_softdevice_ble', the 'softdevice.hex'
file must also be taken into account for the test hashing and be
uploaded to the separated murdock testing boards.

When listed as dependency from `test-input-hash` the file must have a
target, which he has not. The file is implicitly created when compiling
`ELFFILE` so declare it as order only dependency.
In practice `BASELIBS` could be enough or even `pkg-build-softdevice`
but I do not want to be depend that much on internals there.
