This gets rid of a long list of boards with network interfaces and
instead let's boards (or MCUs with peripheral network interfaces)
provide the netif feature.
The apps that before used the long list are not depending on the
feature instead (in case of the default example, this is an
optional dependency).

This introduces KCONFIG_BOARD_CONFIG and KCONFIG_CPU_CONFIG variable for
boards and CPUs (including common directories) to add default
configuration files to be merged. The current approach, as it uses
Makefile.features, would include boards first, not allowing them to
override CPU configurations.
The RTT overflow callback is not available on all RTT implementations.
This means it is either a no-op or `rtt_set_overflow_cb()` is a no-op
or it will overwrite the alarm set with `rtt_set_alarm()`.
This adds a feature to indicate that proper overflow reporting is available.
Some periph_rtt implementations do not provide `rtt_set_counter()`. This
adds `periph_rtt_set_counter` as feature to allow testing for its
availability. The feature is provided at CPU level if periph_rtt is
provided by the board for all CPUs implementing `rtt_set_counter()`.
Add periph_uart_nonblocking. Since cc2538 has a transmit FIFO write
to the FIFO first and to a tsrb buffer only when the transmit FIFO
is full.
Rely on the FIFO TXIFLSEL condition to fill up FIFO as space becomes
available.
The Watchdog on the CC2538 only supports 4 intervals (2ms, 16ms, 250ms & 1s).
Since the watchdog timer API specifies a `max_time`, the interval equal or
below that time is selected.
E.g. for `max_time=125ms` the 16ms interval would be selected.
This is outside the tolerance of the `tests/periph_wdt` test.
