This commit introduces a common storage backend for SUIT manifest
payloads. Different backends can be compiled into a single firmware.
Degending on the component name in the SUIT manifest, a storage backend
is selected by the parser.

tools/suit: Add optional component ID argument

This extends the component argument of the gen_manifest.py script with
an optional component name. As component names in the SUIT manifest
consist of an array of bytestrings, the commponent name in the argument
is also split. Each part of the name ends up as a separate part of the
component name in the manifest. Component names are split by colons to
match the separator used in the rest of the argument.

gnrc_ipv6_nib: only multicast probe UNREACHABLE neighbor if 6LR
...
Non-routing 6LNs do not have to join the solicited nodes address, so
probing for a neighbor using that address may be in vain and only
spamming the LLN with unnecessary messages. RFC 6775 basically assumes
this in section 5.2:
> There is no need to join the solicited-node multicast address, since
> nobody multicasts NSs in this type of network.

boards/samr21-xpro: fix reading EUI-64 from EDBG on cold boot
...
The samr21 starts up faster than EDBG, so on cold boot reading
the ID will fail.
Fix this by re-trying to get the EUI-64 from EUI.
On warm boot / reset this works on the first try, but on cold boot
it can spin a couple thousand times.

This extends the 'Advanced build system tricks' section with a make
script to select the board debugger and serial based on the USB serial
number as reported by the device. This solution is different from the
udev-rule solution as it doesn't require administrative permissions.

- Enforced that ISR_STACKSIZE is indeed a multiple of 4
- With this enforced, every cast that triggers a -Wcast-align warning is now
a false positives, so those were silenced by (intermediately) casting to
`uintptr_t`.

cpu/arm7_common: Align thread stacks to 32 bit

This didn't change binaries for me. Either the linker script already took care
of it through the section names of the stacks, or I just was lucky. If I was
just luck, this fixes a bug. If not, it makes the hidden alignment explicit in
the C code, so that code review is easier.

The RTC on the fe310 is emulated using the RTT.
This only works if the RTT frequency is 1 Hz, so default to that
value in case `periph_rtc` is selected.
