mrf24j40: read address from device
This change modifies the mrf24j40 driver to read the address directly
from the device instead of returning the netdev_ieee802154_t member

cortexm.inc.mk: detect 'arm-none-eabi-gcc' from ubuntu bionic
arm-gcc version from ubuntu bionic repository is not supported in RIOT.
Both when building with `gnu` and `llvm`.

    arm-none-eabi-gcc --version
    arm-none-eabi-gcc (15:6.3.1+svn253039-1build1) 6.3.1 20170620

So detect this version and print an error if found.

The check is done on the building machine and not on the host when building in
docker.

The error can be disabled when building with WERROR=0.

0b1ef9abbb cpu/esp: assert removed in esp_now_recv_cb
assert was added intentionally for debugging purposes. For released version it is enough that function returns.

8991c21d30 drivers/pulse_counter: refactor the prototypes of read funcs
This change makes it more clear that the dev is modified in some of the
read functions. Only pulse_counter_read_without_reset gets a const
pointer argument.

Also, use pulse_counter_t pointers instead of void pointers where
possible.
