drivers/periph/gpio: state that interrupt callback must not be NULL
...
This allows us to use `assert(cb != NULL)` inside `gpio_init_int()`
and save a few cycles of interrupt latency.

We have to use NDP_OPT_RI_FLAGS_MASK, not NDP_OPT_PI_FLAGS_MASK.
This fixes flags always being 0.
