The original intention was probably to advance the destination pointer by 4 bytes, not
4 * the destination type size.
Seems like the Interrupt flag for a Capture/Compare channel gets set when
- the CC-value is reached
- the timer resets before the CC value is reached.
We only want the first event and ignore the second one. Unfortunately I did
not find a way to disable the second event type, so it is filtered in software.
That is we need to
- ignore the CC-interrupts when the COUNT register register is reset
- ignore the CC-interrupts > TOP value/ARR (auto-reload register)

Instead of the merged.config file, menuconfig operates directly on
out.config, which also is the destination of the merge of multiple
configuration sources.
Also, this introduces the autoconf.h.d file to track the Kconfig
dependencies and re-trigger the build of the header when any of the
Kconfig files change.
Apparently clang doesn't like static variables / functions being accessed called
from inline function (-Wstatic-in-inline). This commit results in the same
binary being generated while making clang happy.
Replace accesses to `sched_active_thread`, `sched_active_pid`, and
`sched_threads` with `thread_get_active()`, `thread_get_active_pid()`, and
`thread_get_unchecked()` where sensible.
