6a652513c1 cpu/esp32: new module for ADC controller functions 
Functions that are used by ADC and DAC peripherals are moved to a new submodule periph_adc_ctrl. This is necessary to compile separate submodules for ADC and DAC.

3bad3e6199 cpu/esp32: use periph.mk in perpih Makefile 
Includes now $(RIOTMAKE)/periph.mk instead of $(RIOTBASE)/Makefile.include to control compilation of periph submodules.

f673d5af1e drivers/xbee: prevent 0 length packet sent to UART 
Since the API doc doesn't specify what to do with 0
len writings into UART, we cannot assume that is
safe to do it, so this commit prevents it by checking
the length prior to the `uart_write()` operation.

c6b424f4ff drivers/cc2420: don't append to FIFO if iol->iol_len == 0 
This prevents SPI transfers with len == 0, which triggers
an assert failure.

This commits allows using netdev_driver_t::send() to be called with one or more
empty iolist elements. This fixes issue

d06c3fdcbb netopt: specify drop of device driver support for IPV6_IID 
This is not used anymore within the RIOT code-base so it is time to plan
the removal of the driver support. The deprecation was already put up
for the 2019.01 release, so I think removing it for the 2019.07 release
seems reasonable.

jlink.sh: Exit with an error on failure for JLinkExe commands 
On error Jlink exits with a no error code by default.

From the JLink User Guide:

'-ExitOnError' has the same meaning as the 'exitonerror' command

    'exitonerror' command
    This command toggles whether J-Link Commander exits on error or not.

    1: J-Link Commander will now exit on Error.
    0: J-Link Commander will no longer exit on Error.

Executing 'flash/reset' without a board connected now correctly returns an
error. For 'term' it does not show an error due to the way it is handled
internally.

It also returns an error when the board fails to do an operation when it
is in a state where it cannot be flashed for example.
