cpu/sam0_common: merge RTC & RTT implementation
...
The RTC and RTT share the same peripheral, so they can also
share the same code.
This is needed to integrate the Tamper Detection into common
RTC/RTT code.

Implement interrupt based uart_write() using a tsrb for the TX buffer.
To enable it, add
USEMODULE += periph_uart_nonblocking
to your Makefile.
