Subject: [PATCH 3/3] hw/hal: patch hal_timer
NimBLE relies on mynewt-core specific timer initialization, this
only affects nordic BOARDs. For other BOARDs use ZTIMER_MSEC_BASE,
and therefore ztimer as the base timer.
