boards: introduce atmega328p-xplained-mini
...
Add ATmega328P Xplained Mini board. The board is an official
development kit from MCHP based on the Arduino UNO, reduced
hardware, with a xplainedmini debugger and CDC ACM serial
converter.

tests/gnrc_ndp: don't guess size of gnrc_pktsnip_t in pktbuf
...
24 bytes is only the right size for `gnrc_pktsnip_t` on 32-bit systems
(and only if the struct does not change), on AVR e.g. it 9 bytes.
By using the internal alignment function of `pktbuf` we are able to
precisely tell the internal size of `gnrc_pktsnip_t` using the `sizeof`
operator.

tests: Cleanup access to internal variables
...
Replace direct accesses to sched_active_thread and sched_active_pid with
the helper functions thread_getpid() and thread_get_active(). This serves
two purposes:
1. It makes accidental writes to those variable from outside core less likely.
2. Casting off the volatile qualifier is now well contained to those two
functions

While looking at tests/gnrc_ipv6_ext_frag again while writing
RIOT-OS/Release-Specs#137 , I noticed that several of tests that I
definitely wrote myself from scretch are attributed wrong (and
sometimes even documented wrong). I guess this was caused by just
copy-pasting the files...
