uart_init should not be called from board_init. stdio_init is responsible for
initializing debug UART device.

This commit overrides the default flash recipe with an edbg specific
one.
The new recipe first verifies the flashfile agains the device flash. If
it is already on there, it won't get overridden.
edbg takes care of resetting the device in any case.
For a yet unknown reason, both esp8266 and esp32 get stuck in a
reboot loop when thin archives are used.
As a workaround, disable thin archives for now if esp_wifi is used.
