This ZEP implementation is based on `gnrc_netdev`, it is complicated to
use, I'm not even sure anyone used it except me or if it is working
still. See #6121 for a better port of ZEP.

shell: introduce txtsnd pseudomodule

This commit allows to enable/disable the txtsnd shell command. The
command is used to send strings over L2 in GNRC. Until now the command
was automatically enabled if GNRC and shell_commands were present, which
may lead to confusion if no L2 packet handler is registered.

Use argc and argv in shell handlers

Compare #708 .
Now the tokenization of an input line is done by the shell itself. You
may quote arguments with `"..."`. Empty arguments, supplied by `""` are
preserved. Spaces in between arguments are squasheds; spaces inside
quotes are preserved.
You cannot partially quote an argument. You must not use
- `cmd "abc`,
- `cmd abc"def"`, or
- `cmd "abc"def`.
