tree-wide: Introduce netif feature and use it
This gets rid of a long list of boards with network interfaces and
instead let's boards (or MCUs with peripheral network interfaces)
provide the netif feature.

The apps that before used the long list are not depending on the
feature instead (in case of the default example, this is an
optional dependency).

cpu/avr8_common: Fix link with binutils > 2.35.2
The xfa.ld script is incompatible with binutils > 2.35.2 and results
in firmwares that wont boot. Sadly, I couldn't figure out an elegant
way to fix the issue. Instead, I modified the linker script provided
by binutils to also include XFA.

236c4db83e cpu/atmega*: drop ldscripts_compat
Those were only needed with very old toolchains.
These days they cause more confusion than benefit, so drop them.

- gnrc_netdev_default depends on netdev_default, no need for checking
against both modules.

5b6d56efd5 atmega_common: provide CPU ID for every device
ATmega128RFA1/ATmega256RFR2 do not have a unique CPU ID.

Use the RC oscillator callibration byte as an impromptu CPU ID and rely
on bootlader constants present on all ATmega families for the remaining
bytes.

This way we can provide a faux CPU ID on all ATmega MCUs and typical hobbyists
with no access to JTAG adapters or high voltage programmer capable of writing
the user signature have a good chance that the CPU IDs of their device do not collide.
