boards: introduce atmega328p-xplained-mini

Add ATmega328P Xplained Mini board. The board is an official
development kit from MCHP based on the Arduino UNO, reduced
hardware, with a xplainedmini debugger and CDC ACM serial
converter.

test takes 66s to run on esp8266-esp-12x, bump the timeout to 90s to be safe.

mtd: Change API to return 0 on success
...
Returning the number of bytes written/read could return a negative integer
because a uint32_t is expected for the length in read()/write() operations.
