fcb8317d85 tests/gnrc_dhcpv6_client_6lbr: put IA_PD option first 
In #13622 bugs in the option length handling were noted and fixed.
Putting the IA_PD option first (as the `isc-dhcp-server` does)
reproduces this bug.
