boards/nrf6310: move CPU/CPU_MODEL definition to Makefile.features
...
cpu/$(CPU)/Makefile.features and cpu/$(CPU)/Makefile.dep are
automatically included
Part of moving CPU/CPU_MODEL definition to Makefile.features to have it
available before Makefile.include.
