pkg/tinycrypt: Avoid pulling in default_CSPRNG
...
... which would be provided through ecc_platform_specific.c but would
only so happen to work on native -- and conflicts with any
default_CSPRNG provided in the future (eg. through a newer libcose
packet).

pkg/*: adapt to new state file targets

Prepare for handling pkg state with files. So it requires having the
path defined before declaring targets. In addition, it cleans up the
old git-download target.
