Add ATmega328P Xplained Mini board. The board is an official
development kit from MCHP based on the Arduino UNO, reduced
hardware, with a xplainedmini debugger and CDC ACM serial
converter.

In most places, picolibc and newlib are the same, so use
the existing newlib code when compiling with picolibc.

- Define test_utils_interactive_sync as DEFAULT_MODULE in Makefile.tests_common
- For tests disabling autoinit, add test_utils_interactive_sync to main
- Add DISABLE_MODULE += test_utils_interactive_sync for tests requiring
sudo, `tests/shell`, `tests/minimal` and `tests/stdin`
- Add shell_commands to tests/periph_wdt and tests/struct_tm_utility to
pull `r` and `s` commands
- Remove includes and usage in `tests/main.c` for tests that where
already using test_utils_interactive_sync
Added arduino-nano to BOARD_INSUFFICIENT_MEMORY/BOARD_BLACKLIST following suit
of how arduino-uno is marked, as arduino-nano is mostly an Uno in a different
form factor.
Even if using `%f` the `printf_float` module was not used.
When running the test on `samr21-xpro` and `arduino-mega2560` the float
is not printed correctly.

* arduino-mega2560 `? false positive rate.`
As the arduino-mega2560 does not handle printf_float use
`fmt/print_float`.
The output should be flushed before using fmt/print functions if
available as they do not use `printf` buffer.
`bloom_t` is defined as a struct.
`_t` can mislead the user to think of bloom_t
as a typedef (see our coding conventions) instead of a struct.
Thus, I modified `struct bloom_t` to be a *typedefed* struct.
Another solution would be to rename bloom_t to sth. like bloom_s
everywhere and use `struct bloom_s` instead of `bloom_t`.
