boards/slwstk6000b: move CPU definiton to Makefile.features 
cpu/$(CPU)/Makefile.features and cpu/$(CPU)/Makefile.dep are
automatically included

Part of moving CPU/CPU_MODEL definition to Makefile.features to have it
available before Makefile.include.

I did not move CPU_MODEL in that one as it requires other refactoring
first.

boards: do not locally export compilation variables 
These are already exported by `makefiles/vars.inc.mk`.
It is a prerequisite to allow handling compilation without global exports.
