The 'remove' target removes the downloaded files from the tool.

dist/tools/*: adapt to new state file targets
...
Prepare for handling pkg state with files. So it requires having the
path defined before declaring targets. In addition, it cleans up the
old git-download target.

tools/kconfig: replace GNU cp -t with UNIX cp
...
UNIX `cp` command does not have the `-t` option like its GNU variant.
Hence, it usage breaks building RIOT e.g. on FreeBSD.
