sys/net/netopt: make NETOPT_TX_END_IRQ and friends read-only
Reasoning:

- Many drivers already just generate these events regardless of configuration.
This will make behavior more consistent
- Run time configuration increases ROM, complexity and maintaining
  effort
- At least NETOPT_TX_END_IRQ is now de facto mandatory, as the new
netdev driver API requires NETDEV_EVENT_TX_COMPLETE to always be
  generated.

4ca37c96b3 net/ieee802154: add PHY mode capabilities
- Adds capabilities for each PHY mode. Converts the uint16_t caps field to an
uint32_t in order to hold all capability bits, size of the structure remains
unchanged due to alignment.
- Modifies the test application to configure the PHY mode using the shell
command. Also adds the PHY modes to the capabilities shell command.
- Updates the nrf802154 and cc2538 radio drivers to specify the PHY mode
supported.

sys/net/gnrc/tx_sync: new module
The new `gnrc_tx_sync` module allows users of the GNRC network stack to
synchronize with the actual transmission of outgoing packets. This is directly
integrated into gnrc_sock. Hence, if `gnrc_tx_sync` is used, calls to e.g.
sock_udp_send() will block until the network stack has processed the message.

Use cases:
1. Prevent packet drop when sending at high rate
    - If the application is sending faster than the stack can handle, the
message queues will overflow and outgoing packets are lost
2. Passing auxiliary data about the transmission back the stack
    - When e.g. the number of required retransmissions, the transmission time
stamp, etc. should be made available to a user of an UDP sock, a
      synchronization mechanism is needed
3. Simpler error reporting without footguns
    - The current approach of using `core/msg` for passing up error messages is
difficult to use if other message come in. Currently, gnrc_sock is
busy-waiting and fetching messages from the message queue until the number
of expected status reports is received. It will enqueue all
non-status-report messages again at the end of the queue. This has
      multiple issues:
        - Busy waiting is especially in lower power scenarios with time slotted
MAC protocols harmful, as the CPU will remain active and consume
power even though the it could sleep until the TX slot is reached
        - The status reports from the network stack are send to the user thread
blocking. If the message queue of the user thread is full, the network
stack would block until the user stack can fetch the messages. If
another higher priority thread would start sending a message, it
would busy wait for its status reports to completely come in. Hence,
the first thread doesn't get CPU time to fetch messages and unblock
the network stack. As a result, the system would lock up completely.
    - Just adding the error/status code to the gnrc_tx_sync_t would preallocate
and reserve memory for the error reporting. That way gnrc_sock does not
need to search through the message queue for status reports and the
network stack does not need to block for the user thread fetching it.

5602587dd7 sys/sema_inv: add inverse Semaphore
It is often desiderable to sync on multiple threads, e.g. there can be a controller
thread that waits for `n` worker threads to finish their job.
An inverse semaphore provides an easy primitive to implement this pattern.

After being initialized with a value `n` (in counter mode), a call to `sema_inv_wait()`
will block until each of the `n` threads has called `sema_inv_post()` exactly once.

There are situations where workers might post an event more than once
(unless additional state is introduced).
For this case, the alternative mask mode is provided.
Here the inverse semaphore is initialized with a bit mask, each worker can clear one
or multiple bits with `sema_inv_post_mask()`. A worker can clear it's bit multiple times.

sys/net/gnrc: fix in-band signaling of no RSSI
Previously a value of 0 was used for the RSSI to signal that this value is not
present in `gnrc_netif_hdr_t`. However, an RSSI of 0 dBm is legal and even very
plausible data.

This commit defines `GNRC_NETIF_HDR_NO_RSSI` as `INT16_MIN`, which is below the
noise floor in the vacuum of outer space and hence impossible to receive.
For consistency, also GNRC_NETIF_HDR_NO_LQI is defined.

sys/event: Allow shared thread for multiple queues
Allow using `event_loop_multi()` to handle event queues of multiple priorities
in an single thread. In the extreme case, all three event queues are handled
by a single thread (thus saving two stacks). This comes for the price of
increased worst case latency, as already running event handlers will no longer
be preempted by higher priority events.

With this, all three event queue priorities are always provided. Using modules,
the old behavior of one thread per event queue can be restored for better worst
case latency at the expense of additional thread size.

Having NS_PER_SEC defined as `1000000000U` is quite a foot gun, as

sys/atomic_utils: Use volatile pointers
Mark all pointers in the atomic utils API as `volatile` for the following
reasons:

1. The guarantees provided by `volatile` is a subset of the guarantees
provided by the atomic utils. This makes this fact more obvious.
2. Casting `volatile` off is undefined behavior. In order to be able to use
the atomic utils on memory mapped IO (which needs the `volatile` qualifier)
without resorting to undefined behavior, this API change is needed.

462f8861f4 gcoap: Suppress retransmissions when ACK was received
This introduces an additional state to the COAP_MEMO_* series to avoid
enlarging the memo struct needlessly. While they are documented
publicly, practically only the COAP_MEMO_TIMEOUT and COAP_MEMO_RESPONSE
are used in communication with the application, as a
gcoap_request_memo_t is only handed out in that state.

riotboot/flashwrite: add flashpage_raw compatibility
This adds optional usage of periph_flashpage_raw for the
riotboot/flashwrite module. This removes the need to buffer a full
flashpage page, instead it must buffer two times the
FLASHPAGE_RAW_BLOCKSIZE. One is used to buffer the current write block,
the other buffers the first chunk (offset zero, page zero). This first
chunk is written when finalizing the flash operation.

Care must be taken that, when using the skiplength, the number of bytes
skipped is always a multiple of the FLASHPAGE_RAW_BLOCKSIZE.

Up until now `utlist.h` is used to manipulate the packet list within a

`gnrc_pktsnip_t`-specific API to manipulate the packet list. It has the
additional advantage of type safety and that future steps could
encapsulate those operations.

The memarray_alloc can be error prone to use as the block returned can
contain data from previous uses. The memarray_calloc call added in this
commit always zeroes the block before returning it to the user.

Replace direct accesses to sched_active_thread and sched_active_pid with

usb_board_reset_in_bootloader do not depend on USB headers for their
definitions and are fair game throughout the application even for
generic RIOT USB devices.

a6ca535955 sys/shell: native: stop RIOT when the shell reads EOF
Currently when the shell receives EOF on `native`, sending EOF
(ctrl + D) closes the stdin file descriptor, leading to all
consecutive reads to also return EOF.

The result is that `shell_run_forever()` will re-start the shell
forever in a loop, filling up the terminal with

    > > > > > > > > > > > > > > > > > > > > > > …

until the user hits ctrl + C.

This is annoying.

Instead, cleanly shutdown RIOT when receiving EOF on native, which
should match the expected behaviour of most users.

edf016a6cb nanocoap: Added token length validation.
Implemented a check in coap_parse() to verify if TKL value is within valid range as specified by RFC7252. The token length must be within 0-8 range, any other value should be considered as invalid and the packet should produce message format error.
A test case was added to tests-nanocoap.c to verify correct behavior in case of TKL in range and out of range.

e195e0269c sys/luid: provide luid_get_lb(), fix documentation
This does two things:

The documentation of `luid_get()` is wrong, or at least confusing.

It talks about

> an 8-bit incrementing counter value into the most significant byte

while the implementation does

    ((uint8_t *)buf)[0] ^= lastused++;	// 0 is LSB!

Now it could be argued that the intention was that the ID is supposed
to be used in Big Endian contexts and that was an omission, however
to keep everyone's sanity, let's keep it simple and just state that this
actually changes the LSB.

Also add a `luid_get_lb()` function that does the same, but modifies the
most significant byte - or the last byte if looking at the index.

This can then be used directly by e.g. #13743

ztimer_clock are meant to be chained. At the end of the chaine
there is always a timer device object (periph_rtt/rtc/timer).

Since ZTIMER_MSEC and ZTIMER_USEC can be the scaled/shifted with
respect to the base periph_rtt/rtc/timer it makes sense to chain
other ZTIMER_XXX on top of the base rtc/timer/rtt in order to avoid
chained convertions.

gnrc_nettype: indirect NETTYPE definition via pseudo-modules
Instead of making a NETTYPE definition dependent on an implementation
module, this change makes it dependent on a pseudo-module for each
specific NETTYPE and makes the respective implementation modules
dependent on it.

This has two advantages:

- one does not need include the whole implementation module to
subscribe to a NETTYPE for testing or to provide an alternative
  implementation
- A lot of circular dependencies related to GNRC could be untangled.
E.g. the only reason `gnrc_icmpv6` needs the `gnrc_ipv6` is because it
uses `GNRC_NETTYPE_IPV6` to search for the IPv6 header in an ICMPv6
  when demultiplexing an ICMPv6 header.

This change does not resolve these dependencies or include usages where
needed. The only dependency change is the addition of the
pseudo-modules to the implementation modules.

2751708341 nanocoap: add payload helper functions
This adds two functions `coap_payload_add()` and `coap_payload_advance()`.

 - `coap_payload_add()` will add n bytes to the payload buffer and advance
    payload pointer accordingly.

    const char hello[] = "Hello CoAP!";
    coap_payload_add(pkt, hello, sizeof(hello));

 - `coap_payload_advance()` will advance the payload buffer after data
    has been added to it.

    int len = snprintf(pkt->payload, pkt->payload_len, "%s %s!", "Hello", "CoAP");
    coap_payload_advance(pkt, len);

I considered adding an additional parameter to keep track of the total request size
(returned size from coap_opt_finish() incremented by each added payload fragment),
but decided against it to keep consistency with the existing API.

Using 8 bit for `max_frag_size` limits that value to 255.

Using a 16 bit value here allows to use the full L2 PDU.

The macros US_PER_MS and friends are assumed to be 32 bit unsigned integers

`xtimer_usleep(100 * US_PER_MS)` will wrap around and only sleep for ~34ms.

This commit declares them as unsigned long, which is on all currently supported
platforms 32 bit wide.

gnrc_netif: Add support for internal event loop
Enabled by the gnrc_netif_events pseudo module. Using an internal event
loop within the gnrc_netif thread eliminates the risk of lost interrupts
and lets ISR events always be handled before any send/receive requests
from other threads are processed.
The events in the event loop is also a potential hook for MAC layers and
other link layer modules which may need to inject and process events
before any external IPC messages are handled.

sock: amend API to iterate over stack-internal chunks
With lwIP we have a chunked UDP payload, so just providing the
stack-internal buffer is not possible. To be able to iterate over such
a chunked payload, this change allows the `sock_*_recv_buf()` functions
to use the internal buffer context as an iteration state.

As the internal buffer space can be released when the function would
return 0, `sock_recv_buf_free()` becomes unnecessary.

RFC4648 specifies an alternate alphabet for base64 encoding / decoding

string safe to use in filenames and URLs.

This adds a base64url_encode() function that uses the alternate alphabet.

The base64_decode() function is extended to accept both alphabets.

sock: amend with zero-copy receive functions
This change amends the `sock` API by a set of functions to `sock` that
allow provisioning of stack-internal buffers to the caller on receive.

This allows to cover two use-cases

1. Zero-copy systems: if the stacks supported the buffer space provided
by these functions can be the same that was filled in the link-layer
2. asynchronous receive within a wrapping sock layer (e.g. `sock_dtls`
wrapping `sock_udp`): to receive packets of the lower level protocol
asynchronously, the wrapping implementation layer would currently
need to allocate its own buffer space, introducing a third buffer
space in addition to the one of the application and the network
stack. For a wrapping layer this is undesirable.

While there are security considerations exposing stack internal memory
space to the caller, I believe they are minor, as in the end the
application developer is the person in control of the node.
