sys/usbus: use USBDEV_SET_ADDR_AFTER_STATUS

Browse Source 
Use symbol `USBDEV_SET_ADDR_AFTER_STATUS` to determine whether the device address has to be set directly after SETUP stage or after the associated STATUS stage.
