Merge #19291

19291: dist/tools/insufficient_memory: Improve and clean up script r=maribu a=maribu

### Contribution description

- drop all bash specifics and use generic sh
- fix all shellcheck warnings
- use nproc instead of hard-coded `-j4`
- print output on (real) compilation error

### Testing procedure

Script should still work
