drivers/at86rf2xx: fix NETOPT_RANDOM

Browse Source 
- fix wrong return value
- fix wrong size parameter
    - note, the behavior is a bit relaxed in that it allows
      NETOPT_RANDOM with different size than `sizeof(uint32_t)`
