makefiles: Refactor openocd tool handling Attempt to decouple board configuration from debugger interface configuration by specifying the DEBUG_IFACE variable for the debug hardware interface to use.

This directory contains definitions of debugger hardware interfaces to be used
by the OpenOCD integration.
