cpu/saml21: add definitions for low power SRAM SAML21 provides 2/4/8 kiB of Low Power SRAM that is retained in backup mode. This adds definitions to make that memory availiable to RIOT.

cpu: saml21: don't silently ignore missing makefile -include will throw no error if sam0_common/Makefile.features does not exist. This may not have been intentional as none of the other sam0 implementations do this. Replace it with a normal include.
